ILLINOIS STATE TOLL HIGHWAY OASES

The redevelopment of the iconic Oases (seven travel plazas) in Northeast Illinois was the largest Public-Partnership of its kind when completed in 2007 ($100 million) and one of the first projects in the US that relied solely on private capital for construction, financing, and ongoing operations.

 

Andrew J Warcaba & Associates led the RFP process on behalf of its client, the Illinois State Toll Highway Authority, and was responsible for developing a comprehensive Request for Proposals process, aggressively marketing the opportunity to the private sector, and completing a lengthy lease negotiation with the selected bidders.

The approach and implementation has been subsequently used by a number of other toll road agencies including the Pennsylvania Turnpike Authority and the Connecticut DOT for its I-95 sites.
